Open Source Application Modernization

Analytica’s engineering solutions group implemented a rapid open-source application modernization for our client, the Centers for Disease Control and Prevention (CDC) Office of Science Quality (OSQ). Through leveraging open source technologies and an Agile SAFe project management framework we designed, developed, and implemented an enterprise publishing platform that supported clearing and publishing CDC’s Research and Non-research projects on the web.

The Challenge

The CDC identified a need for an agency-wide solution for submission, tracking, and reporting of determination forms for scientific regulatory requirements. Lacking an enterprise-wide solution, Center, Institutions and Offices (CIOs) across the agency accrued ongoing costs maintaining and updating various legacy systems, and creating new systems, as well as future migration costs to move to an enterprise-wide system.

Our Approach

Analytica developed a central tracking web application and publishing platform that enables CDC CIO users to track Research and Non-research projects and publications across all of CDC’s CIOs. This system captures all factors associated with all CDC human and animal study research projects including, project details and methods used. Analytica designed an easy-to-use system accessible to researchers which allows them to easily track each project.

Our solution focused on leveraging a DevOps approach and Java and other open source development technologies incorporated with an Agile SAFE project management process.  Using multiple, concurrent sprint teams we worked with the CDC-wide workgroups and team members to collaborate, gather and review requirements, wireframes and use case documents. Our research and design teams engaged with subject experts and users and built rapid prototypes using InVision to validate user experience. Our continual feedback loop and community engagement ensured our ability to meet business needs and requirements in the most effective cost-effective manner.

The Solution

Leveraging our approach to open source application modernization we were able to build an improved system in rapid development sprints that eliminated the need for multiple groups to enter and manage the same data into disparate systems, enables the CDC to track data and reports by determination, provides access to metadata across the CDC by CIO, supports the Public Access Policy, and decreases support and maintenance cost for the CDC as each CIO no longer maintains a separate system.
