What is the Maryland Minority Business Enterprise (MBE) Program?
The Maryland Minority Business Enterprise (MBE) Program encourages the opportunity for small, minority, and women owned companies to participate in both state and US Department of Transportation (DOT) federally funded contracts. The program was established in 1978 and is the oldest in the country. Companies must be at least 51% owned and controlled by socially and economically disadvantaged individuals in order to be eligible for the certification.
The Maryland Department of Transportation’s (MDOT) Office of Minority Business Enterprise is Maryland’s official certification agency for the MBE Program and Disadvantaged Business Enterprise (DBE) Program. Established in 1978, Maryland’s Minority Business Enterprise Program is the oldest in the country. The MBE/DBE program was established to ensure that small, minority and women owned firms had the opportunity to participate fully and fairly in both state and U.S. DOT federally funded projects. Effective August 13, 2013, Maryland’s MBE participation goal for fiscal years 2014 and 2015 is 29%. DBE goals are individually set by each state agency.
MBEs are exposed to wide range of work opportunities on state and local government contracts, as the MDOT certification is accepted by most local and county governments in support of their efforts to be inclusive of minority-owned businesses.
